HOUSE CONCURRENT RESOLUTION NO. 55

Requesting the Joint Committee on Government and Finance study how
the divorce and custody laws of West Virginia prevent or
hinder fathers from being involved in raising their children
and the impact of children being raised without a father as an
integral part of their lives.
Whereas, The rate of divorce in the state and the nation has
substantially increased on an annual basis in recent years;
Whereas, Divorce and custody laws have prevented fathers from
being involved in raising their children; and
Whereas, The phenomenon of children not being raised by their
fathers has had a negative impact on these children; therefore, be
it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the
impact that West Virginia's divorce and
custody laws have had on preventing and hindering fathers from
being involved in raising their children and the impact on children
of not being raised with a father as an integral part of their
lives in these circumstances; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2007, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
